Authorities are offering a $1,000 reward for the conviction of the "sick" person who wrapped a female cat's entire body in duck tape and dumped it in North Philadelphia on Wednesday. The adult cat, nicknamed Sticky, had to be sedated so that the tape could be removed but is now doing well. "We're lucky that the tape was not on the cat for a long time.
