Kansas City, Mo., resident Mark Valentine is hoping to break the Guinness World Record for most costumed dogs by parading 700 canines, mostly Chihuahuas, down a city street on Cinco de Mayo. Owners would pay a $5 fee to feature their pet in the parade, with profits benefiting a local no-kill shelter. –AP

Legislators in Michigan are trying to pass a "puppy protection act" which would limit the number of female dogs breeders are allowed to own, in an effort to prevent puppy mills. The new initiative comes on the heels of a recent raid that rescued 300 dogs from a 2-bedrom home. –Huffington Post

The Austin police chief who mistakenly shot and killed a dog after responding to a 911 call at the wrong address has apologized to the dog's owner, Michael Paxton. "My heart goes out to him. I think if you ask everybody in the department, believe it or not, we're animal lovers, just like everybody else," said Art Acevedo. –ABC News



A new study by the ASPCA says that physical appearance is the primary reason given for why prospective owners select certain dogs from animal shelters. For cats, the top-ranked factor is how the felines behave with people. –Wall Street Journal

A bill going through the New York state legislature would punish pet thieves with felony grand larceny, making prison time a possibility. If passed, it would become the harshest pet theft law in the country. –AP
